Promoting reading in the digital environment (Report of the working group of EU Member States’ experts under the open method of coordination. European Union, 2016. ISBN: 978-92-79-55096-6)
The report includes case studies on the topic of ‘Promoting reading in the digital environment in order to encourage access and audience development. Mapping of the regulatory framework with particular reference to licensing practices, cross-border services and e-lending by public libraries’. Reading was considered as a tool to spread knowledge, enhance creativity, support access to culture and cultural diversity and develop awareness of a European identity, taking into account the various conditions applied to e-books and physical books. The following issues are timely and relevant to policy developments at national, EU and global levels: digitisation of literary heritage; creation of e-lending platforms; reading promotion; pricing policies and subsidies; VAT rates; copyright and lending rights legislation; research and statistics; interoperability of hardware/software; and access to published works for people with print disabilities.

The communication concludes the consultation process on the review of the substance and methodology of the European Neighbourhood Policy (ENP) existing since 2004. The new ENP takes stabilisation as its main political priority. It is also based on principles of differentiation and greater mutual ownership. Promotion of good governance, justice reform, open markets and growth, inclusive economic development, and the prospects for youth is highlighted as key factors to stabilising societies in the neighbourhood. There is greater attention to the energy security and climate action. Safe and legal mobility and tackling irregular migration, human trafficking and smuggling are also priorities. The new ENP will seek to involve other regional actors, where appropriate, in addressing regional challenges. The review is closely coordinated with the broader work on the EU Global Strategy on Foreign and Security Policy and with the 2030 Agenda for Sustainable Development.

The authors of the research think that the Lisbon Strategy has failed because it did not recognise the need for a European policy-mix. It is recommended for the EU strategy for the next decade to change focus, expand its aims beyond growth, and include qualitative and sustainable economic development. Increasing social productivity in Europe is only possible, if social and environmental goals are put on an equal footing with economic integration. The authors also offer a number of proposals for a coordination strategy for the next ten years and present key elements of new economic and employment policy guidelines for the EU.

According to the strategy, by 2023 the support for the free initiative of organizations, artists, formal and informal associations should transform Sofia into an attractive European city, where co-creation, public interaction and professional development in the arts thrive. This project is an initiative of the Independent Theatre Association (ACT) supported by Sofia Municipal Programme Europe 2016 and run by „36 Monkeys – organization for contemporary alternative art and culture“.

The paper presents the findings from an international survey of public policies and strategic plans to promote and support the development of the creative industries at city-regional level. The rationales and mechanisms employed, the shifting definitions of the cultural and creative economy and sectors adopted, are discussed in the context of the grand narrative of the ‘creative city’. Case studies of Barcelona, Berlin and London are presented, confirming spatial concentration across the creative industries, but also the continuing dependency on public intervention in what is projected as a growing economic sector worldwide.

Structured Dialogue (SD) is another EU-level instrument for cooperation between the European Commission and civil society. The instrument aims to strengthen the advocacy capacity of civil society sector in policy debates at European level and encourage the independent actors to work in more collaborative way. SD helps to lobby important changes in priorities and policies by enabling professional communities to exchange ideas, shape policy papers or strategic proposals, and deliver them to the EC. Good examples of using SD method in culture would be the initiative “Preparatory Action on Culture in the EU External Relations”, and “Voices of Culture”.

The global objective of this call for proposals is to strengthen the role of civil society and local authorities in Ukraine in promoting transparent and participatory governance, democratic reforms and human rights, in facilitating the peaceful conciliation of group interests, and in ensuring inclusive socioeconomic development. The call for proposals is divided into four lots, each with its own specific objectives and priorities. The priorities include, for example, support to the projects aimed to promote joint actions of local authorities and civil society actors for the modernisation and effective management of cultural heritage objects and cultural institutions to ensure their self-sustainability and local economic development; increasing involvement of civil society actors in policy dialogue with public authorities and monitoring of reforms implementation in line with the Association Agreement implementation; and promotion of social entrepreneurship.
