The ifa is Germany’s international cultural and educational relations body committed to peaceful and enriching coexistence between people and cultures worldwide. It promotes art and cultural exchange in exhibitions, dialogue and conference programs. The ifa’s projects integrate the needs of its target groups: young people and young professionals, media and cultural professionals as well as scholars and academics. It cooperates with political and cultural institutions, non-governmental organisations and policy makers. Through initiatives and personnel in the fields of education, culture and youth work, ifa helps to strengthen civil society structures and inter-ethnic and inter-generational dialogue.

The Indicator Framework on Culture and Democracy is a tool for assessing and optimising cultural policies on the basis of reliable, comparative data and for examining links between culture and democracy within and among Council of Europe Member States. It has been developed by the Council of Europe in collaboration with the Hertie School of Governance (Berlin) and with support from the European Cultural Foundation and CoE member states. This tool enables policy makers and other users to examine their country's position in terms of culture and democracy and thereby identify opportunities for policy intervention. The IFCD collects data starting with a set of dimensions for each domain, further broken down into one or more components, each comprising a number of indicators that at the moment summarise more than 170 variables. The work is in progress. Beta version of the web-site of October 2016 contains information on 37 Council of Europe member states, including Moldova and Ukraine.

The guidebook presents the Indicator Framework on Culture and Democracy (IFCD). The IFCD is an innovative tool to assess and optimise cultural policies using reliable data and an online application. The indicator framework demonstrates the links between culture and democracy, using conventional and cutting-edge statistical methods. It helps mapping European trends in access to and participation in culture and generates comparable national and European survey data. IFCD and findings extracted from it can then be used by governments to adjust cultural policy in order to spend money where it is most needed, make access to culture easier where required, assist marginal and excluded groups where necessary and let the private sector and civil society take responsibility where needed and possible. The framework can eventually also serve as a continual feedback loop, enabling governments to map participative democratic progress, and continue adjusting their cultural policies.

The Romanian Cultural Institute, a public body founded in 2003, is tasked with raising the profile of Romanian culture around the world by spreading information and supporting cultural projects involving Romanian artists and writers. This funding is intended for co-productions by artists in the fields of theatre, dance, music and performance art, in which hybrid and interdisciplinary formats and the use of digital media may be key components. The target group comprises of professional artists, ensembles and initiatives in Germany and abroad which demonstrably lack sufficient resources to realize their coproduction project on their own. The application, which must be jointly submitted by the foreign partner, must show that good working contacts already exist and both parties are interested in putting together a joint production. The projects proposed for coproduction must be implemented by the end of 2018.
